It makes me wonder what goes through a person mind when they think it is acceptable to treat a human in that fashion? After all we are talking about a human being here regardless of sexuality. Would they like it if people they knew were treated like that for ANY reason.

Sadly the military has a culture of 'abuse as a spectator sport', gay men are usually the focus of this abuse, then women, then rookies. A bunch of young hetero men with cabin fever who are bored, sexually frustrated - looking to relieve their boredom & sexual tension by doing these sorts of things. It serves to reinforce rank & social dominance within crew members....very childish 'I am the alpha male' kinda stuff....'get the gay, make him pay, I'll have my way, I'm the most powerful....' Naval respect/esteem is built on influence of power/command, it's a power status to taunt/hurt the queers. Makes my stomach turn....I'm not sure naval culture will ever change - much like US college 'freshman fraternity' culture - stupid 'initiation' culture - torture passed off as 'pranks' to test manhood....'faggots won't complain because if I let them suck me off later on, the abuse will remain quiet...' I've heard this before...

i've also heard that if someone reports being raped (including by a person of the opposite sex) that if the perpetrator claims it was consensual and there is not enough physical evidence to prove rape, then they and the victim are both punished - because millitary personel are not supposed to have sex with each other.
victims are also discharged because rape survivors are not allowed to serve.

Military members are supposed to have sex with each other. I know of many married (hetro) couples in the ADF, so that was a silly statement. I also know of gay couples within the ADF.
The statement would be more correct if it said Military members are not supposed to have sex with each other if in the same chain of command, but even that has exceptions.
The ADF does not have this same culture as our American counterparts, and what you hear about our American friends, you should not draw parallel paths with the ADF.
In the ADF, we have been able to serve openly without fear or repurcussions since 1992. If we were victimised, we can take the further to command, with the knowledge that cases will be dealt with. But since the open policy in 1992, the need has not really been required.

Hmm, there might actually be interesting developments in this area, that of military discipline that is.

Recently a man (I think his name was Brian Lane?) tried to overturn his sentencing by the military system (he was certainly guilty but that's beside the point) by taking it to the High Court and arguing that the military courts weren't an appropriate body to make such findings thereby invalidating the charges made against him. The court, spear headed by our own Virginia Bell (this is one her specialties, she was heavily involved in prior police and prison reforms), agreed with this argument and found the military courts to be unconstitutional.

All of this now provides the opportunity that a more objective, and perhaps civil rather than military, system may be developed in the laying of charges which is quite important when you have issues of systematic abuse going on within the current institution. We'll see, I guess.
